It appears 10% of certain developments are kept aside for arts. The Wellington City Council approached Massey University Centre for Creative Arts - and at the very pointy end of this apartment building is where Artists in Residence sometimes live.A secret spot, know only by in-the-know fisherfolk, I am here listening to Artist Yuka Oyama.
